In a large bowl, toss the steak slices with baking soda and water and let sit for 15 minutes.
Place in a colander and rinse thoroughly with water. Then, place them on paper towels and pat dry.
Stir-fry the bell peppers and onion until tender, about 5 minutes. Set aside on a plate.
Add beef to the skillet in a single layer, and cook for about 1 minute unmoved, to get a nice sear on it. Stir the beef and continue cooking until browned.
